Gene Study Sheds Light on Body Clock's Link to Diabetes (HealthDay)

MONDAY, Jan. 30 (HealthDay News) -- Researchers studying the link between diabetes and a hormone that affects your so-called "body clock" have identified a genetic mutation in the receptor for the hormone, melatonin, that may to boost the risk of the disease.

The finding could help improve assessment of a person's diabetes risk and could also lead to the development of personalized treatments, according to the study published in the Jan. 29 online edition of the journal Nature Genetics.

The research team from Imperial College London found that people who have rare genetic mutations in the receptor for melatonin have a greatly increased risk for type 2 diabetes.

Melatonin controls the body's sleep-wake cycle. A previous study found that people with common variations in the gene for the melatonin receptor MT2 have a slightly increased risk for type 2 diabetes.

This new study discovered that having any of four rare mutations of the MT2 is associated with a six times increased risk of developing type 2 diabetes.

Melatonin controls the release of insulin, which regulates blood sugar levels. Mutations in the MT2 gene may disrupt the connection between the body clock and insulin release, resulting in abnormal control of blood sugar, the researchers explained.

For their study, the investigators examined the MT2 gene in more than 7,000 people. They identified 40 variants associated with type 2 diabetes, four of which are very rare and make the receptor incapable of responding to melatonin. The effect of these four variants was then confirmed in an additional group of nearly 12,000 people.

"Blood sugar control is one of the many processes regulated by the body's biological clock. This study adds to our understanding of how the gene that carries the blueprint for a key component in the clock can influence people's risk of diabetes," study leader Philippe Froguel, from the School of Public Health, said in an Imperial College London news release.

"We found very rare variants of the MT2 gene that have a much larger effect than more common variants discovered before. Although each mutation is rare, they are common in the sense that everyone has a lot of very rare mutations in their DNA. Cataloging these mutations will enable us to much more accurately assess a person's risk of disease based on their genetics," Froguel added.

While the study found a link between the mutation and diabetes risk, it did not find a cause-and-effect relationship.

(AP) ? A roadside bomb targeting a police patrol in southeastern Baghdad killed one person on Sunday, officials said. The attack came two days after a blast in the same area claimed the lives of 33 people.

The bomb in Baghdad's predominantly Shiite neighborhood of Zafaraniyah wounded nine others, police said. A police vehicle and a civilian car were damaged by the explosion, they added.

Hospital officials confirmed the casualties.

All officials spoke on condition of anonymity because they were not authorized to release the information.

On Friday, a suicide car bomber struck a Shiite funeral procession in Zafaraniyah. Many Iraqis suspect al-Qaida militants of engineering a recent series of attacks on Shiites to provoke a counterattack by Shiite militias, and rekindle widespread sectarian conflict now that U.S. troops have left Iraq.

Al-Qaida and other Sunni extremist groups are also thought to be exploiting sectarian tensions in the wake of a political crisis which erupted last month, after authorities in the Shiite-dominated government issued an arrest warrant against the Sunni Vice President Tariq al-Hashemi on terrorism charges.

In protest, the Sunni-backed bloc has been boycotting parliament and Cabinet sessions.

Geithner presses Europe to increase crisis firewall (Reuters)

DAVOS, Switzerland (Reuters) ? U.S. Treasury Secretary Timothy Geithner pressed Europe on Friday to boost its bailout fund resources, citing the euro zone debt crisis and oil prices as the two main factors influencing the pace of the United States' economic upturn.

The U.S. economy is growing at an annual rate of around 2-3 percent, Geither told the World Economic Forum in Davos, adding that it still faces big challenges to repair damage wrought by the financial crisis.

Earlier on Friday, euro zone finance officials voiced optimism at the Forum that key building International Monetary Fund could help support Europe through its debt crisis if the euro zone boosts its bailout funds, or "firewall," he said.

"Our view is that the only way Europe is going to be successful in holding this together is for them to bring a stronger firewall and that is going to demand a bigger commitment," Geithner told the Forum.

"If Europe is able and willing to do that we believe the IMF is ready to play a constructive role," he added. "I think you'll see the IMF (be) very supportive in those efforts but not as a substitute for blocks to resolve the sovereign debt crisis (that) are gradually fitting into place.

The health of U.S. business was better than expected, Geithner said, dismissing the suggestion that tighter regulations were hampering growth.

"Profitability across the US economy is very high," he added. "What is holding the US economy back still is the aftershocks of the financial crisis and the fiscal pressure on governments."

Turning to Iran, he said Washington's drive to cut Iran's oil exports was getting excellent support from Europe and that there were positive signs from China too.

"Even over the last 6 months you're seeing a substantial intensification in (cutting) dependence on Iranian oil and my sense is also that China wants to be part of that effort because it is in China's interests not to see Iran undo the delicate balance in the Gulf," he added.

On his own future, Geithner reaffirmed that he would not expect to be asked to continue as Treasury chief if President Barack Obama wins re-election.

"Generally anybody who takes these jobs serves at the pleasure of the president," he said.

"When he asked me to stay when I thought it was the right time to leave, I agreed to stay and I agreed I would stay to the balance of this term. He accepted that aspiration of mine, and that's where it's going to come out, I think."

Geithner declined to say what he would do next: "That feels like a long way away."

P&G's net income falls, hobbled by higher costs (AP)

NEW YORK ? Procter & Gamble Co.'s net income fell 49 percent in its fiscal second quarter, hobbled by higher materials costs and a writedown in the value of some of its businesses. P&G also lowered its earnings predictions for the year.

P&G's stock fell 30 cents to $64.50 in premarket trading Friday.

The maker of Tide laundry soap and Crest toothpaste said its net income fell to $1.69 billion from $3.33 billion. Still, adjusted earnings per share of $1.10 beat analysts' estimates of $1.07. Including one-time charges, net income was 57 cents per share.

Cincinnati-based P&G is the world's largest consumer-products company and the maker of many well-known household brands, including Luvs diapers, Bounty paper towels and Charmin toilet paper.

The bulk of the one-time charges stemmed from the company's decision to write down the value of the appliances unit, where the biggest seller is electric shavers, and the salon professional unit.

The company noted that those items tend to be discretionary purchases, and it can be hard to persuade shoppers to buy things they don't absolutely need in a weak economy. Western Europe, where concerns about a debt crisis are crimping the economy, accounts for about half the sales for both units.

Revenue grew 4 percent to $22.1 billion, helped by higher prices. That was roughly in line with the expectations of analysts polled by FactSet.

But P&G cautioned that sales volume slowed in the U.S., even as it grew in developing countries. That is similar to trends that many companies are noticing as U.S. customers keep a tight rein on spending. Executives also said that they didn't expect commodity costs to come down, but only to stabilize. Costs for many materials skyrocketed last year.

Like other U.S. companies that do business in foreign markets, P&G isn't getting the same benefits from foreign currency exchanges that it enjoyed last year. When the dollar is weak, as it was for most of last year, revenue raised overseas translates into more dollars when converted at headquarters. Executives said that was the main reason for its decision to downgrade its earnings estimate for the fiscal year, to $4 to $4.10 per share from $4.15 to $4.33.

In recent quarters, P&G has taken a strategy of selling to both high- and low-income consumers, betting that better-off customers will pay more for premium products like Tide Pods, a single-dose laundry detergent, while lower-income customers will spend on cheaper, more basic brands.

Paterno's long goodbye ends with public memorial (Reuters)

STATE COLLEGE, Pennsylvania (Reuters) ? Some 10,000 ticket holders headed to a campus memorial service on Thursday for one final goodbye to late Penn State coach Joe Paterno, concluding five days of public mourning for the college football legend.

Big crowds have been turning out since Paterno died on Sunday of lung cancer at age 85, with supporters choosing to remember how he built a hugely successful and profitable college football program rather than his fall from grace for failing to alert police to a child sexual abuse scandal involving an assistant.

Interest in "A Memorial to Joe" at the school's basketball arena on Thursday afternoon was so intense that 10,000 free tickets were snapped up within seven minutes earlier this week. At least one ticket holder tried to profit by selling a ticket for $66,000 on EBay but the online site immediately banned the sale.

The week of mourning has drawn back to campus stars from past football teams, members of the 2011 squad, Penn State alumni who have no memory of any other football coach, undergraduates, and townspeople to remember the winningest coach in college football history.

They lined the streets by the thousands on Wednesday to watch the hearse carrying his casket weave through the town of State College and past Beaver Stadium on its way to his grave.

Mourners on Thursday will see four videos chronicling Paterno's career, six players representing his decades of coaching here, speeches by a Paterno scholarship winner, and a college dean.

The hero's sendoff contrasts with the sudden end of Paterno's career in November, when the university's board of trustees fired him following revelations about a child sex abuse investigation of his former assistant coach Jerry Sandusky.

Trustees, faced with a grand jury report that accused Sandusky of years of child sex abuse and accusations of perjury by two high-ranking university officials, concluded Paterno - who was not charged in the scandal - had not done enough to report a 2002 incident that authorities said involved Sandusky and a child.

Sandusky, 67, who maintains his innocence, faces 52 criminal counts accusing him of molesting 10 boys over 15 years, using his position as head of The Second Mile, a charity dedicated to helping troubled children, to find his victims. The court has placed him under house arrest.

Nearly 40,000 admirers of Paterno - a figure that nearly matches the entire population of State College - stood in line on two cold, raw days for a chance to pay respects at a campus spiritual center only a few blocks from his home.

Paterno won a major college record 409 games and two national championships in 46 years, creating a football powerhouse that generated $53 million in profit in 2010, according to Forbes magazine.

Rwanda war-crimes suspect deported (AP)

MONTREAL ? A Rwandan man has been deported from Canada for allegedly helping incite Rwanda's 1994 genocide.

Leon Mugesera was taken to an airport in Montreal by Canadian border-services agents and Rwanda's Foreign Minister Louise Mushikiwabo later confirmed in a twitter account note on Monday that he had left on a plane bound for Kigali, Rwanda's capital. Canadian officials did not comment.

Mugesera, 59, had been living in Canada for nearly two decades and was wanted in Rwanda on charges stemming from the 1994 massacre.

A former Rwandan political operative, Mugesera delivered a fiery anti-Tutsi speech in the leadup to the 1994 genocide. In that 1992 speech, he referred to Tutsis as "cockroaches" and called for their extermination.

He is among the first Western refugee claimants to be sent back to face charges.

Yemen's leader allowed to come to US (AP)

WASHINGTON ? The Obama administration will allow Yemen's outgoing president to come to the U.S. temporarily for medical treatment, a move aimed at easing the political transition in Yemen, a key counterterrorism partner.

A senior administration official said Ali Abdullah Saleh would travel to New York this week, and probably stay in the U.S. until no later than the end of February. U.S. officials believe Saleh's exit from Yemen could lower the risk of disruptions in the lead-up to presidential elections planned there on Feb. 21.

A presidential spokesman in Yemen said Saleh had left the capital of Sanaa earlier Sunday on a jet headed for the Persian Gulf sultanate of Oman. An official close to Saleh, speaking on condition of anonymity because he was not authorized to discuss the trip, said the president would undergo medical exams in Oman before heading to the U.S.

The U.S. official did not say whether Saleh planned to return to Yemen, Oman or elsewhere after finishing his treatment in the U.S. The official was not authorized to discuss details about Saleh and spoke on condition of anonymity.

The Yemeni embassy in Washington said Saleh planned to return home in February to attend a swearing-in ceremony for the country's newly elected president.

The mercurial Saleh, who ruled Yemen for more than three decades, agreed to transfer power to his vice president late last year in exchange for immunity from prosecution. He had faced months of protests calling for his ouster, to which the Yemeni government responded with a bloody crackdown, leaving hundreds of protesters dead and sparking wider violence in the capital with rival militia.

Even after agreeing to leave power, Saleh continued to wield his influence behind the scenes, and U.S. officials believed getting him out of Yemen was necessary in order to ensure the February elections took place. The U.S. also worried about instability in a nation grappling with growing extremism, including the dangerous al-Qaida branch known as al-Qaida in the Arabian Peninsula.

Still, Saleh's request last month for a U.S. visa put the Obama administration in the awkward position of either having to bar a friendly president from U.S. soil or risking appearing to harbor an autocrat with blood on his hands.

As U.S. officials weighed Saleh's request, they sought assurances that he would not seek political asylum or any type of permanent relocation in the U.S.

"We wanted to make sure that there was an understanding that it would be for medical purposes and that's what it is for," John Brennan, President Barack Obama's top counterterrorism adviser, said Sunday.

Saleh was badly burned and wounded during a June rocket attack on his compound in Yemen. He sought medical treatment in neighboring Saudi Arabia for three months. American officials had hoped he would remain there, but the Yemeni leader returned and violence worsened anew.

Protesters and human rights groups have criticized Saleh's immunity clause and insisted he stand trial for his alleged role in protester deaths.

Brennan said there was a divide in Yemen over Saleh's future, with some Yemenis supporting Saleh's decision to seek medical treatment in the U.S. In the short-term, he said, it was imperative to ensure that the February elections take place.

"We thought it was important, given where Yemen is right now as far as moving forward with its political transition, to do what we can to support the government and the elections that are scheduled for the 21st of February, and that seems to be on track," he said.

Yemeni Vice President Abed Rabbo Mansour Hadi is expected to be rubber-stamped as the country's new leader in the elections, in which he is expected to be the only candidate.

Brennan spoke with Hadi on Sunday, and told him the U.S. was encouraged by his leadership during a difficult period of transition. With fresh demonstrations likely in the weeks leading up to the elections, Brennan urged Hadi to ensure that Yemeni security forces exercise restraint.

The Obama administration's approval of Saleh's visa brought back memories from three decades ago, when President Jimmy Carter allowed the exiled shah of Iran into the U.S. for medical treatment. The decision contributed to rapidly worsening relations between Washington and Ayatollah Ruhollah Khomeini's revolution in Tehran, with Iranian students occupying the U.S. Embassy in Iran a month later.

Fifty-two American hostages were held for 444 days in response to Carter's refusal to send the shah back to Iran for trial.

South Sudan to unveil pipeline plans next week: minister (Reuters)

JUBA/BEIJING (Reuters) ? South Sudan will announce plans for an oil export pipeline through East Africa next week, a priority for the new nation because its crude is "no longer safe" in Sudan, a government spokesman said on Saturday.

Landlocked South Sudan took about three quarters of Sudan's roughly 500,000 barrels per day of oil production when it seceded from Sudan in July under a 2005 peace deal, but it still relies on Sudan's infrastructure to export crude.

Oil is vital to both economies -- it accounts for almost all of South Sudan's government revenues -- but the two countries have yet to agree how much South Sudan should pay as a transit fee.

South Sudan threatened to halt crude output within two weeks on Friday, after its northern neighbor started seizing crude to compensate for what Khartoum calls unpaid fees.

"The pipeline is now a priority. The minister of petroleum and mining will announce next week which pipeline we are going with and the consortium that will be involved," Barnaba Marial Benjamin, South Sudan's information minister and government spokesman, told Reuters by telephone.

"It has to be done because of the shutdown. Our crude is no longer safe in Sudan," he said. "If we choose the pipeline through Kenya it could take less than 10 months to complete."

South Sudan has floated the idea of an East African pipeline before, but outside experts say barriers include geography and the need to ensure enough production volume to fill the pipeline in the future.

South Sudanese officials have previously said the country can survive on credit using crude as collateral if exports were ever halted.

"CALM AND RESTRAINT"

The new pipeline will be built with the help of international oil companies operating in its fields, China's state-run Xinhua news agency reported earlier on Saturday.

China, a major buyer of South Sudanese crude, has urged "calm and restraint" over the dispute, which began in November.

The two neighbors together rank as the seventh-largest supplier of crude oil to China, accounting for 5 percent of its imports in 2011.

South Sudan has started "practical steps" to construct a pipeline through Kenya and Uganda and would begin construction of a refinery in South Sudan immediately, Xinhua quoted Benjamin as saying.

International oil firms currently operating in South Sudan would construct the pipeline and refinery, the agency cited Benjamin as saying. It did not specify which.

Oil firms active in South Sudan include Chinese state-owned China National Oil Corp., or CNPC, and Sinopec, Malaysia's state-owned Petronas, and Oil and Natural Gas Corp of India, or ONGC.

French oil major Total said in December it could build a pipeline from South Sudan to Uganda that would continue to Kenya's coast but that construction of the pipeline at the time was still "just thoughts."

South Sudanese officials have also talked to Toyota Kenya about the possibility of linking to a proposed regional oil corridor to help export crude.

China to again close Tibet during sensitive period (AP)

BEIJING ? Travel agents say that for the fifth year running China plans to close Tibet to foreign travelers during a sensitive period starting next month.

Agent Yu Zhi of the Lhasa Youth Tourist Agency said the government's tourist administration in Tibet's capital had informed them that foreign travelers would be banned from Feb. 20 to March 30. Another agent with the China International Travel Agency in Lhasa said she'd been told the ban would end March 20.

The closure covers the Feb. 22-24 Tibetan new year festival of Losar as well as the anniversary of a deadly anti-government riot among Tibetans on March 14, 2008.

Many Tibetans resent Beijing's heavy-handed rule and large-scale migration of China's ethnic Han majority to the Himalayan region.

Charlie Brenneman took the win over Daniel Roberts with a 30-27, 30-27, 29-28 decision.

Roberts started the first round strong with a bevy of punches, and Brenneman responded with a takedown. Roberts grabbed a guillotine, but wasn't in a good position to finish him off. Brenneman popped? his head out, and controlled Roberts. He moved into side control and maneuvered Roberts into a crucifix hold, landing several punches to Roberts' head along the way. Several appeared to hit the back of Roberts' head, but referee Herb Dean did not see the illegal strikes.

The second round started with another Brenneman takedown. Again, Brenneman worked Roberts into a crucifix. This time, he landed more strikes to Roberts' face. Roberts worked his way out from the crucifix, but Brenneman remained in control until they were stood up with 1:30. In the final minute, Brenneman tried for another takedown, and Roberts used the opportunity to lock Brenneman into a triangle choke with seconds left in the round. Though a submission appeared close, Brenneman was saved by the round ending.

The third verse was the same as the first: Brenneman took Roberts down and moved Roberts into side control. Again, Brenneman landed several strikes, but didn't do much damage to Roberts' face. Roberts hit another last-minute submission. This time, it was a Kimura. Again, Brenneman was saved by the end of the round.

Nurmagomedov wins debut

Khabib Nurmagomedov won his UFC debut with a third round rear naked choke of Kamal Shalorus.

Shalorus stalked Nurmagomedov down in the first round. Shalorus wobbled Nurmagomedov, but it was Nurmagomedov's counter that changed the tenor of the fight. His uppercut knocked Shalorus to the ground. Though Shalorus was able to avoid the knockout, Nurmagomedov controlled Shalorus on the ground. At the 45-second mark, Shalorus got back to his feet and swung wildly at Nurmagomedov.? Somehow, the two made it to the end of the round.

In the second, Nurmagomedov caught Shalorus' head when he shot in for a takedown. Nurmagomedov ended on top. They were stood up for a lack of activity around the three-minute mark, and Nurmagomedov got another takedown. Again, they were stood up. Nurmagomedov showed strong striking just before the horn sounded to end the round.

Nurmagomedov again took down Shalorus in the third round. Shalorus tried for a guillotine, but couldn't hold on. When Shalorus lost the submission attempt, Nurmagomedov had full mount. Shalorus flipped over, but gave up his neck. Nurmagomedov grabbed a rear naked choke, causing Shalorus to tap at

NEW YORK ? A computer programmer who worked at the Federal Reserve Bank of New York has been accused of stealing computer code used to track government finances.

Bo Zhang (zahng) was arrested Wednesday. Authorities say he stole the code last summer while working on it as a contract government employee.

The 32-year-old Queens resident could face up to 10 years in prison if convicted.

The Federal Reserve Bank of New York is part of a system that helps operate the nation's payment systems and protects consumers dealing with banks.

A criminal complaint says Zhang admitted copying the code for use on his private office computer, home computer and laptop. The complaint says he used the code in connection with a private business he ran training people in computer programming.

A defense lawyer has declined to comment.

(AP) ? Novak Djokovic was having an easy time of it in his first-round match at the Australian Open, so he decided to experiment by coming to the net.

Like pretty much anything he does on the tennis court these days, it was an unqualified success. He easily beat Paolo Lorenzi 6-2, 6-0, 6-0 on Tuesday to advance to the second round and continue his quest to join Rod Laver, Pete Sampras, Roger Federer and Rafael Nadal by winning three straight Grand Slam singles titles.

"When you're 3- , 4-love up, why not try some other things, something that is not characteristic for your game," said Djokovic, who usually doesn't stray far from the baseline.

"But I am definitely working on my net game, approaching the short balls as much as I can, and take my chances."

He took them well, winning 21 of 26 points he attempted at the net.

While Djokovic looks to extend his Grand Slam success, reigning U.S. Open women's champion and Australian hope Sam Stosur was beaten in the following match, and a full and partisan house at Rod Laver Arena could do nothing to help.

The sixth-seeded Stosur was outplayed by Sorana Cirstea 7-6 (2), 6-3. The Romanian later told the crowd that "probably the whole country hates me now."

Serena Williams, a five-time Australian Open champion who lost to Stosur in the U.S. Open final last September, was due to play her first-round match later Tuesday against Tamira Paszek of Austria.

Williams, who comes into the match with concerns over her left ankle after twisting it at the Brisbane International two weeks ago, didn't defend her title here last year because of injury.

Stosur's first-round loss mirrors that of Petra Kvitova, who went out in the first round of last year's U.S. Open after winning Wimbledon.

"I'm not sure if it's one of my biggest matches, but it feels like that now," said Cirstea, who had lost both her previous matches against Stosur.

Stosur saved three match points while serving to stay in the match, but finally lost it when her looping forehand drifted over the baseline. No Australian has won the national title since Chris O'Neil in 1978.

"Certainly not the way that I wanted, not just this tournament but the whole summer," to play out, Stosur said. "There's not any other word for it but a total disappointment."

Second-ranked Kvitova and No. 4 Maria Sharapova advanced. After surrendering her opening service game with a double-fault, Kvitova won 12 consecutive games in a 6-2, 6-0 win over Russia's Vera Dushevina.

Sharapova, a former Australian Open and Wimbledon champion, won the first eight games of a 6-0, 6-1 win over Gisela Dulko of Argentina in her first match since returning from a left ankle injury.

The 2008 champion needed just 58 minutes for the win and the only game she lost was on her own serve.

Other women advancing included No. 7 Vera Zvonareva, who beat Romanian Alexandra Dulgheru 7-6 (4), 6-7 (5), 6-3.

No. 14 Sabine Lisicki, No. 17 Dominika Cibulkova, No. 27 Maria Kirilenko, Canada's Aleksandra Wozniak, Shahar Peer of Israel and 2000 Wimbledon semifinalist Jelena Dokic also advanced.

Joining Djokovic in the second round of the men's draw is the player he beat last year in the final here, fourth-seeded Andy Murray, who had a first-set lapse before beating American Ryan Harrison 4-6, 6-3, 6-4, 6-2.

Murray, who has lost in Grand Slam finals three times without taking a set, is attempting to become the first British man since Fred Perry in 1936 to win a major.

Andy Roddick easily defeated Robin Haase of the Netherlands 6-3, 6-4, 6-1 to also move into the second round. The 15th-seeded American broke Haase to go up 3-0 in the final set with a running passing shot down the line that left his opponent hitting his head with his racket. He broke Haase again to close out the match.

No. 5-seeded David Ferrer advanced in straight sets, 6-1, 6-4, 6-2, over Rui Machado of Portugal. No. 17 Richard Gasquet, No. 23 Milos Raonic of Canada, No. 24 Kei Nishikori of Japan and No. 32 Alex Bogomolov Jr. of Russia also advanced.

Djokovic started his Australian Open defense wearing a pair of red, white and blue shoes with images of his three major trophies on the sides and a Serbian flag on the heels.

He gave up an early break but immediately broke back at love as he won the next 17 games, saving a break point in the opening game of the second set.

"I think it was a learning process for me in the last couple of years. I just have more confidence that I'm playing on right now," he said. "I just believe that I can win, especially against the biggest rivals in the major events."

Nigerian president and unions fail to strike deal (Reuters)

ABUJA (Reuters) ? President Goodluck Jonathan and labor unions failed in overnight talks to reach a compromise over the removal of fuel subsidies that has raised fears of a shutdown of Nigeria's oil industry, union and presidency sources said Monday.

Jonathan was expected to make a public address later on Monday and unions declined to comment until he had spoken.

Unions said Sunday that nationwide strikes and protests would resume Monday if no agreement was reached in Africa's second-largest economy and number one crude producer.

Oil unions have said they will shut oil output if talks reach deadlock - Nigeria accounts for 8 percent of U.S. oil imports and is also a key source for Europe and Asia.

But labor sources say that if another round is planned the unions are likely to keep oil flowing.

Global oil prices were boosted by Nigeria supply fears late last week and a serious production outage would push them sharply higher, according to traders and analysts.

Tens of thousands took to the streets for strikes over five successive days last week in protest against the sudden removal of a fuel subsidy on January 1 that more than doubled the pump price of petrol to 150 naira ($0.93) per liter from 65 naira.

Several people were killed in clashes with police last week and 600 were treated for wounds, according to the International Red Cross.

The government and unions had a first round of talks on January 12 and a second round two days later with both sides saying progress was being made but that more deliberations were needed.

Unions said they wanted the government to immediately bring the petrol price back down to 65 naira, at which point they would cancel strikes and protests and talks could continue.

PETROL PRICE

The government has been quiet on the details of negotiations, but slashing the pump price to 65 naira without any guarantee of subsidies being removed in the future would be a major climbdown.

Unions said the government appeared willing to reduce the petrol price but not to return it to old levels.

Workers had suspended strike action for the weekend because of talks and to allow protesters to rest.

Economists have said the subsidy needed to be removed because it was wasteful and open to corruption. Protesters have countered that argument by asking the government to work harder to tackle corruption and waste before removing public benefits.

Jonathan gave approval Sunday for an investigation.

Oil Minister Diezani Alison-Madueke said in a statement that she had written a letter to the Economic and Financial Crimes Commission inviting the regulator to investigate the subsidy procedure.

The state oil company NNPC and fuel regulators have come under fire for a lack of transparency and mismanagement from independent reports, including one by KPMG. Alison-Madueke pledged to review these reports.

She also said she would meet legislators in the next week to push forward progress on passing the wide-ranging Petroleum Industry Bill (PIB). The PIB has been locked in parliament for years, costing Nigeria billions of dollars in lost investment.

(AP) ? The U.N. chief demanded Sunday that Syria's president stop killing his own people and said the "old order" of one-man rule and family dynasties is over in the Middle East on a day when activists said 27 people died.

Secretary-General Ban Ki-moon, delivering the keynote address at a conference in Beirut on democracy in the Arab world, said the revolutions of the Arab Spring show people will no longer accept tyranny.

"Today, I say again to President (Bashar) Assad of Syria: Stop the violence. Stop killing your people," Ban said.

Unlike the deeply divided Security Council, the secretary general has been outspoken in calling for Assad to stop the killing of civilians.

Thousands of people have been killed in the government's crackdown on a 10-month-old uprising, which has turned increasingly militarized in recent months with a growing risk of civil war.

Syria agreed last month to an Arab League plan that calls for a halt to the crackdown, the withdrawal of heavy weaponry, such as tanks, from cities, the release of all political prisoners, and allowing foreign journalists and human rights workers in. About 200 Arab League observers are working in Syria to verify whether the government is abiding by its agreement to end the military crackdown on dissent.

Observers visited the coastal city of Banias and the restive town of Maaret al-Numan in northern Syria Sunday, where they were met with thousands of anti-Assad protesters chanting for his downfall.

Amateur video posted by activists on the Internet showed the monitors watching and filming from a balcony as a large protest unfolded on the streets below. "Victory for our revolution!" the protesters shouted.

The monitors also visited the Damascus suburb of Zabadani, which activists say has come under an intense crackdown in the past few days.

"The authorities pulled out tanks and stopped firing just before the observers arrived," said one activist in Zabadani, who declined to be named for fear of reprisals. "But they saw with their own eyes the destruction and fear," he said, adding people took to the streets in huge protests while the monitors were there.

The presence of the observers has not put a stop to bloodshed and the U.S. and many in the Syrian opposition say killings have accelerated. The U.N. says about 400 people have been killed in the last three weeks alone, on top of an earlier estimate of more than 5,000 killed since March.

The British-based Syrian Observatory for Human Rights and Syria's state-run news agency SANA reported Sunday that at least five factory workers were killed when a roadside bomb detonated near the bus they were traveling in the town of Khan Sheikhoun in northern Syria.

The Observatory said 16 other people died in Syria Sunday, 11 of them in the restive central city of Homs.

The Local Coordination Committees activist network said 27 people were killed Sunday. The differing numbers could not be immediately reconciled.

Syria bans most foreign correspondents and limits movement.

"The killings still continue and still there are people arrested," said Arab League chief Nabil Elaraby in Bahrain. He said there will be a meeting of Arab foreign ministers at the end of the week in Cairo to decide on the next steps.

Syria's state news agency reported that Assad granted a general amnesty for "crimes" committed during the uprising and officials said authorities have begun granting local and foreign media outlets approvals to work in Syria. It was not clear how many prisoners would be released.

Information Minister Adnan Mahmoud said the level of "incitement and distortion of facts" has doubled since some reporters were allowed in along with the Arab League observers who started work late last month.

Ban acknowledged challenges facing Arab states in the wake of the uprisings sweeping the Arab world, in Tunisia, Egypt, Libya and Syria.

"It is sometimes said that authoritarian regimes, whatever else their faults, at least kept a lid on sectarian conflict. This is a cruel canard," Ban said in Beirut. "Yet it would be equally mistaken to assume that all of the new regimes now emerging will automatically uphold universal human rights," he said.

"Democracy is not easy," he added. "It takes time and effort to build. It does not come into being with one or two elections. Yet there is no going back."

He encouraged Arab countries to usher in real reforms and dialogue, and to respect the role of women and youth.

"The old way, the old order, is crumbling," Ban said. "One-man rule and the perpetuation of family dynasties, monopolies of wealth and power, the silencing of the media, the deprivation of fundamental freedoms that are the birthright of every man, woman and child on this planet ? to all of this, the people say: Enough!"

The U.N. chief also urged an end to Israeli occupation of Arab and Palestinian territories.

"Settlements, new and old, are illegal. They work against the emergence of a viable Palestinian state."

The foreign minister of Tunisia, which became the first Arab country to oust a dictator through a peaceful revolution one year ago, said there is no escape from the process of democratization and freedoms in the Arab world.

"My message (to the Syrian regime) is to hear and to listen to the will of the people," Rafik Abdessalem told APTN in an interview in Beirut Sunday.

On Saturday, the leader of Qatar was quoted as saying that Arab troops should be sent to Syria to stop a deadly crackdown on anti-government protests. Sheik Hamad bin Khalifa Al Thani's comments to CBS' "60 Minutes," which will be aired Sunday, are the first statements by an Arab leader calling for the deployment of troops inside Syria.

Qatar, which once had close relations with Damascus, has been a harsh critic of the crackdown by Assad's regime. The wealthy and influential Gulf state withdrew its ambassador to Syria in the summer.
