Britain's PM says concerned about claims of torture in UAE

LONDON (Reuters) - Prime Minister David Cameron is concerned about allegations that three Britons charged with drug offences in Dubai have been tortured, his office said on Sunday, two days before the president of the United Arab Emirates visits Britain.

Grant Cameron, Karl Williams and Suneet Jeerh have been held in the UAE since taking a holiday there in July 2012. Police said they had found a form of synthetic cannabis in their hire car. They are due to hear a verdict in their case on Monday.

All three pleaded not guilty to charges of possession of illegal drugs and said police had subjected them to beatings and threatened them with guns, allegations the police deny.

In a letter to Reprieve, a London-based legal charity which campaigns for prisoner rights, Cameron said Britain had repeatedly raised concerns about the torture allegations with the UAE, saying the authorities' failure to organize a full medical examination of the men was worrisome.

"We continue to press for evidence of a full, impartial and independent investigation," Cameron wrote.

Cameron's intervention on the eve of a state visit to Britain by UAE President Sheikh Khalifa bin Zayed al-Nahayan was welcomed by Reprieve, which has been supporting the three men, but is likely to irritate the oil-rich Gulf state.

Britain is hoping the visit will boost trade between the two countries, which has in the past focused on defense contracts.

The UAE leader will arrive on Tuesday and be hosted by Queen Elizabeth at Windsor Castle, hold a meeting with Cameron, and have tea with the Prince of Wales. He will be accompanied by a high-level government delegation during the two-day visit.

Reprieve said the case raised troubling questions.

"The prime minister's concern is welcome, but it is hard to see how a state visit is appropriate for the president of a country which has tortured our own citizens," Kate Higham, one of its investigators, said in a statement.

"At the very least, the mistreatment of these three men must be a central issue for discussion during the visit."

There is zero tolerance for drug-related offences in the United Arab Emirates, a regional business hub and tourist destination where millions of expatriates live and work. There are severe penalties for drug trafficking and possession.

Last year, a British citizen and a Syrian were sentenced to death by a UAE court after they were convicted of selling drugs to an undercover policeman. The sentences were later commuted to four years in prison.

The mother of one of the men told BBC TV her son's arrest had been a "horror story" and that she hoped the UAE leader would intervene.

"I sincerely hope that he is able to look into the case and show a level of clemency to the boys because, sincerely, that's what needs to happen in this case and hopefully, once he's made aware, he can make that happen," said Tracy Cameron. She said lawyers believed her son was likely to be found guilty of at least one charge and could be jailed for 15 years or longer.

NHS reforms will kill cancer patients | Health | News | Daily Express

Potentially deadly tumours are being ignored as bureaucrats wrestle with red tape put in place this month. Consultants? requests for radiotherapy funding have gone unanswered so they cannot refer patients for treatment.

Karol Sikora, former cancer adviser to the World Health Organisation, said: ?This is outrageous. It is completely wrong to make people wait because the bureaucracy isn?t in place.

?Patients should be treated and then a review carried out later, otherwise their condition could become untreatable during the delay.?

The delays make a mockery of the Prime Minister?s pledge last October that specialist radiotherapy treatment would be offered to all those who need it. Announcing a ?15million fund to improve radiotherapy services in England, David Cameron said: ?This is going to help thousands of people at one of the hardest times of their lives.?

Yet in London alone 31 patients are waiting for gamma knife radio-surgery, a life-saving radiotherapy treatment that can destroy cancerous and non-cancerous brain tumours with minimal risk to healthy tissue.

At least 12 of these patients are at risk of life-threatening haemorrhages.

One is Phillip Sydborne, 58, a father of two from Pimlico, south London. A?brain tumour near his right ear is gradually making him deaf, giving him headaches and causing problems with his balance.

He said: ?The timing of the decision to offer me surgery has been mixed up with the changes to NHS funding. The system isn?t working. I wonder what is happening to this multi-million pound gamma knife machine while we all wait.? Last night Lib Dem MP Tessa Munt said: ?The Prime Minister guaranteed that patients who needed this kind of innovative radiotherapy would get it from April 1.

?Delays like this are life-threatening. He needs to get a grip on the bureaucracy if patients? lives are not to be put at risk in this way.?

Leading neurosurgeon Andras Kemeny, who advises NHS health officials on which patients are eligible for radio-surgery, said: ?I feel frustrated. The new system may work in the future but it is not working now and it is wrong that patients should have to wait.?

James Palmer, national clinical director for specialised services at NHS England, admitted there had been problems but said they they were being addressed.

No more survivors likely in Bangladesh tragedy

SAVAR, Bangladesh (AP) ? Rescue workers in Bangladesh gave up hopes of finding any more survivors in the remains of a building that collapsed five days ago, and began using heavy machinery on Monday to dislodge the rubble and look for bodies -- mostly of workers in garment factories there.

In renewed anger against conditions in garment factories ? a mainstay of Bangladesh's economy ? hundreds of workers poured into the streets in the Dhaka suburb of Ashulia and set fire to an ambulance Monday, the Independent TV, a private network, reported. They also tried to set fire to a factory, it said. Authorities shut down all garment factories in Ashulia and Gazipur industrial suburbs, including one that had reportedly developed cracks and was evacuated earlier.

At least 381 people were killed when the illegally constructed, 8-story Rana Plaza collapsed in a heap on Wednesday morning along with thousands of workers in the five garment factories in the building. About 2,500 survivors have been accounted for. The building owner, Mohammed Sohel Rana, was arrested Sunday in the western border town of Benapole while he was trying to flee to India.

The collapse was the deadliest disaster to hit the garment industry in Bangladesh that is worth $20 billion annually and supplies global retailers.

Volunteers, army personnel and firemen have worked around the clock since Wednesday, mostly using hands and light equipment to pull out survivors. Around midnight Sunday, authorities deployed hydraulic cranes and heavy cutting machines to break up the massive slabs of concrete into manageable segments that could be lifted away.

"We are proceeding cautiously. If there is still a soul alive, we will try to rescue that person," said army spokesman Shahinul Islam.

"There is little hope of finding anyone alive. Our men went inside and saw some dead bodies in the ground floor. But no one was seen alive," said Brig. Gen. Ali Ahmed Khan, the chief of the fire brigade at the scene.

Gone are the civilian volunteers who had swarmed the site since the disaster and crawling over the wreckage. Only army soldiers in green camouflage and hard hats were visible, watching heavy machinery digging into thick concrete. Gone also were the waiting ambulances that over the past five days had rushed the rescued to hospitals.

Prime Minister Sheikh Hasina visited the site and a nearby hospital to meet with survivors on Monday, the first time since the disaster.

Hasina had ordered the arrest of building owner Rana, who is a small-time political operative from her Awami League party's youth wing. He was brought back by helicopter from the border town to the capital, Dhaka, where he is expected to be charged with negligence on Monday.

He had permission to build a 5-story building but added three more illegally. He last appeared in public Tuesday in front of the Rana Plaza after huge cracks appeared in the building.

Witnesses said Rana assured tenants that the building was safe. Police, however, ordered an evacuation. A bank and some first-floor shops closed, but managers of the garment factories on the upper floors told workers to continue their shifts.

Hours later, the Rana Plaza was reduced to rubble, crushing most victims under massive blocks of concrete.

Police have also arrested four owners of three factories. Also in detention for questioning are two municipal engineers who were involved in approving the building's design. Local TV stations reported that the Bangladesh High Court has frozen the bank accounts of the owners of all five garment factories.

A garment manufacturers' group said the factories in the building employed 3,122 workers, but it was not clear how many were inside when it fell. About 2,500 survivors have been accounted for.

The death toll surpassed a fire five months ago that killed 112 people and brought widespread pledges to improve worker-safety standards. But since then, very little has changed in Bangladesh.

The collapse and previous disasters in garment factories have focused attention on the poor working conditions of workers who toil for as little as $38 a month to produce clothing for top international brands.

Its garment industry was the third-largest in the world in 2011, after China and Italy, having grown rapidly in the past decade.

Among the garment makers in the building were Phantom Apparels, Phantom Tac, Ether Tex, New Wave Style and New Wave Bottoms. Altogether, they produced several million shirts, pants and other garments a year.

The New Wave companies, according to their website, make clothing for several major North American and European retailers.

Britain's Primark acknowledged it was using a factory in Rana Plaza, but many other retailers distanced themselves from the disaster, saying they were not involved with the factories at the time of the collapse or had not recently ordered garments from them.

Wal-Mart said none of its clothing had been authorized to be made in the facility, but it is investigating whether there was any unauthorized production.

NYC exhibition depicts ancient Buddhist caves

NEW YORK (AP) ? The China Institute Gallery has been transformed into an ancient cave, taking visitors back more than a millennium to a dazzling world where Buddhist worshippers adorned the walls with colorful frescoes, silk prayer banners and lavishly painted life-size clay sculptures.

"Dunhuang: Buddhist Art at the Gateway of the Silk Road" features a replica of an 8th century cave carved into the limestone cliffs at the edge of the Gobi Desert southeast of the oasis town of Dunhuang from 366 to about 1300.

It is one of 735 Mogao Caves constructed during what is known as the high Tang period (705-781), designed for devout Buddhists to gather and worship. Nearly every inch is covered in art, with a canopy ceiling resplendent in floral and diamond shapes. One end is filled with life-sized sculptures of a Buddha flanked by two monk disciples wearing luxuriously patterned robes, two bare-chested figures and two ferocious-looking guardians in military armor.

While there have been exhibitions that have featured individual pieces from the Mogoa Caves, this is the first exhibition in the United States to put all the elements of the cave shrines into context, said Annette Juliano, a professor of Chinese art history at Rutgers University.

It shows the "relationship between the architecture, the pictures, the subject matter and the (ritual) practices . the actual use of the cave, rather than just an abstraction," added Juliano, who visited the caves for the first time in 1980.

Many of the caves are exquisitely preserved but others are fragile due to neglect over the centuries and the conditions of the surrounding desert and sand dunes. To protect them from further erosion, tourist access is limited to several dozen caves a day that are rotated regularly.

The exhibition also features a 6th-century replica of an elaborate square altar called the Central Stupa Pillar that highlights the religious ritual of circumambulation ? an act of veneration ? in which the faithful walk clockwise around the altar that contains four niches, each holding a Buddha.

"Walking around the stupa pillar helps to empty your mind to allow visualization, to focus on the images of the Buddhas," said Juliano, who contributed an essay to the exhibition catalog.

Exact, hand-painted reproductions of wall motifs and story scenes complete the exhibition space in this gallery. Among the highlights is a Thousand Buddha pattern that covers an entire wall and is symbolic of the deity's omnipresence. Among the narrative paintings is the tale of the Deer King and his journey toward enlightenment.

Authentic silk prayer banners, a handwritten Buddhist scripture in near mint condition, a Yuan dynasty fragment of a mathematical document, small clay figurines, Persian silver coins that bear witness to foreign travelers on the Silk Road, patterned floor tiles and oil lamps used to light the dark caves round out the small two-gallery exhibition.

The Mogao Cave shrines, declared a UNESCO World Heritage Site in 1987, were largely unknown in the West until they were discovered in 1900 by a Hungarian archaeologist, Sir Aurel Stein.

Dunhuang, located at the north and south crossroads of the Silk Road, was a strategic hub of trade and religion. Stein, who made several treks through Central Asia, had heard rumors of a cave room sealed in the 11th century containing tens of thousands of manuscripts, scrolls, silk paintings and textiles dating in Chinese, Tibetan, Sanskrit and other languages.

A local caretaker had uncovered the treasure trove after discovering a crack in the wall of a corridor leading to a larger cave. It's not clear why the room was sealed, but scholars speculate they were walled up to protect them from the threat of invasion from nomadic people.

Stein was able to persuade the caretaker to sell a portion of the material in exchange for money for the cave's upkeep. In subsequent years, almost 80 percent of the contents were taken out of the country by foreign adventurers. Today, the treasures are found in various museums and libraries around the world.

The exhibition, organized by the Dunhuang Academy, runs through July 21. A second exhibition in the fall will focus on paintings and sculptures by contemporary artists inspired by the caves.

Two days ahead of their home opener in Rochester, Western New York announced Abby Wambach will miss Saturday?s game against the Boston Breakers, a precautionary step taken after the U.S. international suffered a concussion-esque head injury last Saturday in the team?s visit to Washington, D.C. According the the club, Wambach ?is progressing each day, but will be taking the necessary steps to ensure a full, healthy recovery.??Without her, the Flash will not only need to reorganize their attack, but they?ll need to compensate for the absence of their biggest drawing card.

Wambach was hit in the head by a kicked ball late in Saturday?s visit to the Washington Spirit. Although she finished out the five minutes remaining in the match, the Flash striker was evaluated for a concussion post-game and wasn?t made available to the media. Spirit players noted Wambach was mumbling and unable to remember the time between being hit and the final whistle. Until today?s announcement, she had been considered day-to-day ahead of Saturday?s visit from Boston.

I described the scene to neurosurgeon Robert Cantu, the co-director of the Center for the Study of Traumatic Encephalopathy at Boston University and co-author of the new book Concussions and Our Kids. Cantu said it was ?absurd? that Wambach wasn?t yanked off the field ?

The National Women?s Soccer League says it?s not. A spokesman said the league follows the concussion guidelines of the U.S. Soccer Federation ? The guidelines state: ?Immediately remove athlete from participation if concussion is suspected.? It was certainly possible that Wambach could have been concussed. Did game personnel just fail to follow the guidelines?

NWSL commissioner Cheryl Bailey told me that league personnel are aware of the U.S. Soccer concussion guidelines and that they were applied in this case.

Fair enough. The author of the Slate piece disagrees, but he also hypothesized a curious motive: ?did Wambach stay in because she?s Abby ? as important as anyone to the fate of the third women?s league in the last decade??

Wambach doesn?t carry that profile anymore. Not since Alex Morgan emerged, but in her home town of Rochester, Wambach is still expected significant draw, particularly for a team that was short changed in player allocation (the Flash got two, instead of three, U.S. internationals). While most expected her to land in Portland before this winter?s dispersal, Wambach was tabbed to be the new Flash?s marquee star.

Western New York head coach Aaran Lines talked to ProSoccerTalk on Wednesday ahead of our Game of the Week feature. Here were his thoughts on Wambach?s commercial value:

Abby?s here to first and foremost play for the club and play well for the club. People should come out and support the [team] and see Abby Wambach play for the [team]. I hope we get a ton of support throughout the season ? people wanting to come out and see her play on the Western New York Flash team. There?s not only Abby. Obama readies for annual correspondents' dinner

WASHINGTON (AP) ? The annual gathering not far from the White House brings together journalists, government officials, politicians and media personalities for what's usually an evening of light-hearted banter and celebrity gawking.

Presidents are made fun of and they poke at themselves, too.

But President Barack Obama's scheduled appearance Saturday night at the White House Correspondents' Association dinner was coming at a somber time, nearly two weeks after the deadly Boston Marathon bombing and 10 days after a devastating fertilizer plant explosion in West, Texas.

In 1995, in the aftermath of the Oklahoma City bombing, President Bill Clinton dispensed with the traditional presidential humor to remember victims and praise journalists for their coverage of the explosion.

Coincidentally, this year's dinner entertainer, comedian and late-night TV talk-show host Conan O'Brien, also headlined that 1995 gala.

Obama spent the afternoon on the golf course at Andrews Air Force Base with former U.S. Trade Representative Ron Kirk and two White House aides.

Six journalists, including Associated Press White House Correspondent Julie Pace, were to be awarded prizes for their coverage of the presidency and national issues.

The New Yorker's Ryan Lizza won the Aldo Beckman Award, which recognizes excellence in the coverage of the presidency.

Pace won the Merriman Smith Award for a print journalist for coverage on deadline.

ABC's Terry Moran was the winner of the broadcast Merriman Smith Award for deadline reporting.

Reporters Jim Morris, Chris Hamby and Ronnie Greene of the Center for Public Integrity won the Edgar A. Poe Award for coverage of issues of national significance.

NPR?s Coffee Week is winding down, but we?d be remiss if we didn?t give some space to caffeine, the most widely used stimulant drug in the world.

As much as we may enjoy the nutty dark roast aromas and the sensations of a warm beverage, coffee is often just a caffeine delivery system for a groggy brain. Approximately 80 percent of caffeine is consumed in the form of coffee, and in the U.S., we average about two cups of coffee per day. That 200 milligrams of caffeine affects our brains, our performance, and maybe even our health.

Many believe that humanity?s caffeine addiction has wrought a lot of benefits. Earlier in the week, historian Mark Pendergrast told us about how coffee (and caffeine) helped Western civilization ?sober up? enough to get down to business. And Jerry Seinfeld claimed coffee has made us a more productive society.

But is there any science behind the idea that caffeine, by way of coffee, makes us better workers? And what exactly is caffeine doing to our tired brains?

For these questions, we turned to Stephen Braun, a medical writer who sifted through the research on caffeine in his book Buzz: The Science and Lore of Alcohol and Caffeine. (It came out in 1997, but it?s still among the best resources on the topic.)

According to Braun, caffeine works by blocking receptors for adenosine, a compound in the brain that makes you feel sleepy. In other words, he writes in the book, consuming caffeine is like ?putting a block of wood under one of the brain?s primary brake pedals.?

Of course, there?s a huge amount of variation in how caffeine affects individuals, which depends on genetics, tolerance and other factors. But several small studies have shown that at low doses (between 100 and 250 mg), caffeine improves alertness and mental performance, especially in people who are already tired. Neuroscientists report that it makes us more supportive of each other in social situations. And one study even found that higher caffeine consumption helped reduce the risk of workplace accidents.

?Its indirect action on arousal, mood and concentration contributes in large part to its cognitive enhancing properties,? according to a review article in the Journal of Alzheimers Disease.

As Allison Aubrey reported last month, caffeine also seems to improve short-term memory ? if you?re exhausted. But researchers said it didn?t have any beneficial effects on memory among people who are well rested.

As with all drugs, there is such a thing as too much caffeine. According to a 2001 Institute of Medicine report, 600 mg of caffeine (or six cups of coffee) will bring on negative cognitive effects, otherwise known as the jitters, in most people ? including Kramer from Seinfeld. And some people are so sensitive to caffeine that one cup will bring on nervousness and irritability, rather than the alertness that most of us feel.

?We also know that caffeine is bad for people with anxiety ? for them, it?s likely to hurt productivity,? Braun tells The Salt. ?But for people on the more depressive end, caffeine would improve productivity. The effect of the drug really depends on the brain into which it?s being infused.?

Increasingly, medical researchers are worried about about how teens? overuse of caffeine is keeping them from getting the restorative sleep they need. That goes for some adults, too.

As psychologist Harris Lieberman of the Army Research Institute of Environmental Medicine told NPR back in 2011, modern life has made us more dependent on the drug. ?It?s a combination of driving ourselves and having high expectations of ourselves, but also of society making a lot of demands on us, so they kind of add up to give us insufficient time to sleep.?

Braun has a theory on how to get the most out of caffeine, and it involves taking regular ?caffeine holidays? five or six times a year.

?I find it to be most useful when I start at a virgin state, so I taper down slowly,? he says. ?I switch from coffee to black tea, and then peppermint tea. So when I get that first cup of java again, it?s such a great feeling.?

Tapering down also reminds him that he can function perfectly well ? and sleep better ? without caffeine.

Bar Power Is A Nightlife App To Help You Be Less Of A Jerk At Bars

barpowerOnce you’ve had a few drinks at a bar it’s easy to let loose and blow off steam. Unfortunately, while you’re having fun, you could end up annoying others around you, namely the staff at the venue you’re at. By acting like a fool, you’re jeopardizing your future visits, since bartenders tend to remember who was a jerk and who was a great customer. A project at our Disrupt Hackathon called “Bar Power” is an app that will remind you to “not be a douchebag.” It’s somewhat of a game, walking you through nice things to do when you enter a bar. For example, the app will suggest that you say “hi” to the bartender and introduce yourself. If you do it and mark it?down in the app, you get some karma points. The really interesting part of the app comes into play when you’ve done something wrong. Did you drop a glass? Fall down? Mark that down, too. Naturally, you’ll lose those karma points that you gained by being the perfect customer. I chatted with the team who built it, Patricia Ju and Chris Baily, and they discussed their reasons for creating Bar Power, mostly stemming from Baily’s professional experience in the bar scene. While Bar Power might complicate what you’ve set out to do, which is drink, it is a good way to have a little fun and learn how to be a better customer. Ju explained: “It’s so much better to go out to places where you know people. Bartenders gave us feedback and that helped us make Bar Power’s rules. Once you’re in the app, you select the bar that you’re at and then start doing the nice things that it tells you to do. Slip up? Check that off on the list, too: The map below will track how you’re doing throughout the city, alerting you to areas that you should avoid since you were a freaking jerk the night before: As Baily explained, if people understand what to do and what not to do from the bartender community, their experience will be a better one. AMD Radeon HD 7990


The new AMD Radeon HD 7990 dual-GPU graphics card is meant to challenge Nvidia at the top of the consumer graphics stack. The HD 7990 combines two HD 7970 GPUs on a single PCB and includes a huge number of bundled games. It's competitive?but exactly how competitive depends on which game you check and whether or not the title is optimized to run on more than one graphics card.

In one sense, the Radeon HD 7990 is actually a bit late to the party. Analysts expected the card to launch a year ago, after Nvidia debuted its own dual-graphics solution, the Nvidia GeForce GTX 690. AMD allowed board manufacturers like PowerColor to launch unofficial Radeon 7990s based on custom design work, but elected not to put an official stamp of approval on its own card. The Sunnyvale, CA-based company remained mum on the topic of whether it would introduce a new dual-core GPU, even after Nvidia launched the $1,000 Nvidia GeForce GTX Titan in late February. As of today, all that changes?the new, official Radeon HD 7990 is meant to compete with both the GTX 690 and GTX Titan at the $1,000 price point.

Design and Features
Spec-wise, the Radeon HD 7990 is a pair of Radeon 7970 GPUs (codename: Tahiti) on the same slab of silicon. Each GPU contains 2,048 stream processors, 6GB of GDDR5, and a 384-bit memory bus. Each GPU is clocked at 1,000MHz, with a 1,375MHz memory clock. The two GPUs communicate directly with each other via a 48-lane PCI-E 3.0 bridge chip developed by PLX.

There are several differences between the new official 7990 and the older PowerColor custom GPU. Clock speeds on the official card are slightly higher (1GHz compared with 925MHz) and the AMD card draws significantly less power. The old PowerColor solution required three 8-pin PCI-Express power connectors and used a three-slot GPU cooling solution. The Radeon HD 7990 has a two-slot cooler and requires just two 8-pin PCIe power connectors. Finally, there's the question of graphics ports. PowerColor's custom HD 7990 offered two DVI ports, two mini DisplayPorts, and an HDMI port. The Radeon HD 7990 has a single DVI port and 4x mini DisplayPorts. These differences imply that AMD spent some time optimizing the Radeon 7990's twin GPUs for lower power consumption before it deployed the cards.

Software is the other area where AMD is pulling out all the stops. Anyone who buys a Radeon HD 7990 will also receive the following games as part of the company's "Never Settle" bundled game promotion:

These aren't just titles someone in marketing plucked out of a hat; they're some of the best games released in the past 12 months. BioShock Infinite is the top-rated game on Metacritic, while Tomb Raider is in third place. Anyone looking to drop $1,000 on a new graphics card has likely played some of these games already, but the bundle is worth roughly $300 (as priced at Amazon). The Radeon HD 7990 wins the all-time "bundled goodies" competition, hands down.

Before we discuss the Radeon HD 7990's performance, we need to talk about its competition. AMD's new dual-GPU is facing down two separate products from Nvidia?the single-GPU supercomputing-derived GTX Titan, with 2,668 CUDA cores and 6GB of GDDR5, and the dual-GPU GTX 690. Like the HD 7990, the GTX 690 sports a pair of GK104 graphics processors on a single PCB connected by a high-speed link chip. Each Nvidia GPU has its own pool of GDDR5 (2GB each). The GTX Titan, of course, is its own animal. It's a single GPU with 75% more cores than a single GK104 GPU and a 6GB frame buffer.

When we reviewed the Nvidia GTX Titan, we noted that the card wouldn't automatically be faster than the Nvidia GTX 690 in every instance. There are times when a pair of graphics cards working in SLI is going to be faster than a single card. There are also times when the reverse is true. Splitting a graphics workload into two sections, offloading those sections, and then recombining the output take a certain amount of time.

Testing and Performance
Our performance comparisons were done using an Intel Core i7-3770K Ivy Bridge CPU, 16GB of DDR3-1600, a 256GB OCZ Vector SSD, and a 27-inch Asus VG278HE monitor at 1,920-by-1,080. The Nvidia GTX 690's performance was simulated using a pair of GTX 680s in SLI; tests have demonstrated that the performance delta between the two configurations is essentially nil. All of our tests were run at 1,920-by-1,080 with maximum details set. Multi-sampled antialiasing was activated when available and turned up to 8x if possible.

In the Civilization V Late Game View benchmark test, the Radeon HD 7990 turned in a score of 93 frames per second (fps), compared with the Nvidia GTX 680 SLI's 98fps and the 102.6fps for the Nvidia GTX Titan. The critically acclaimed BioShock Infinite was a win for the Radeon HD 7990?it hit 108fps, compared with 107 for the Nvidia GTX 680 SLI and 88 for the Nvidia GTX Titan. In Hitman: Absolution, the Radeon HD 7990 had a commanding lead at 85fps, compared with 49fps for the Nvidia GTX Titan and 58fps for the pair of Nvidia GTX 680s in SLI mode.

There were, however, cases when performance slipped the other way. In Diablo III, the Radeon HD 7990 hit 139fps, which wasn't as good as the Nvidia GTX Titan (221fps), but was better compared with 136fps for the Nvidia GTX 680s in SLI. Multi-GPU support is apparently the culprit?Diablo 3 takes minimal advantage of the second GPU. Batman: Arkham City is another game where the Nvidia GTX Titan won by a wide margin: 112fps versus 94.8fps for the Nvidia GTX 680 SLI and 73fps for the Radeon HD 7990. Later investigation proved that Batman: Arkham City doesn't support CrossFire, which leaves the game running on just one GPU.

Which card is "best," in other words, depends on where you look. Historically, Nvidia has done a better job than AMD at providing timely driver updates with multi-GPU support for the latest games, but that trend may no longer be accurate. Since AMD first launched the "Never Settle" program last fall, the company has been putting a great deal more effort into driver updates, multi-GPU support, and sponsoring high-profile games.

The Nvidia GeForce GTX Titan is still the fastest single-GPU card on the market, but if you're looking for a dual-GPU solution, the AMD Radeon HD 7990 is a worthy competitor. Its overall performance is comparable to the Nvidia GTX 690 or (or a pair of Nvidia GTX 680's in SLI), and it comes with a massive game bundle. If you've been out of the game market for several years and are looking to jump back in with a full suite of titles, the Radeon HD 7990 is a great way to do it.

Animal study finds deep brain stimulation reduces binge eating behavior

Stimulating a region of the brain known to be involved in reward decreases binge eating behavior in mice, according to a study published in the April 24 issue of The Journal of Neuroscience. The findings add to a growing body of evidence supporting the role of the brain?s reward system in driving the consumption of palatable food. It could one day pave the way for more effective and lasting treatments for obesity.

The numbers of people worldwide living with obesity continues to climb. Recent studies suggest that the consumption of high calorie foods activates regions of the brain associated with reward. As a result, scientists are increasingly interested in understanding how changes taking place in the brain may be responsible for driving individuals to consume more calories than needed.

In the current study, Tracy Bale, PhD, and colleagues at the University of Pennsylvania set out to see if activating the nucleus accumbens ? a region of the brain involved in the promotion of motivational behaviors ? would alter binge-eating behavior in mice. The researchers used a technique called deep-brain stimulation (DBS) to directly deliver electrical impulses to the nucleus accumbens of mice that regularly binged on their food (ate 25 percent of their daily caloric intake within one hour). While mice that did not receive DBS showed little change in their eating habits, DBS significantly lessened the others? interest in binging on high fat food.

?Little is currently known about the neurobiological mechanisms of binge eating, and there are few effective treatments,? explained Paul Kenny, PhD, who studies addiction at the Scripps Research Institute and was not involved in this particular study. ?This study provides insights into the mechanisms that play a role in binge eating,? he added.

Bale?s group also tested the long-term effects of DBS on obese mice that were given unlimited access to high-fat food. After four days of continuous DBS, the obese mice consumed fewer calories and their body weight dropped.

?Overall, these studies indicate that activity in the reward centers of the brain may be a critical component driving individuals to overeat despite known negative health consequences,? Bale said. ?These results are very exciting as they provide our best evidence yet that we might be able to modify specific behaviors linked with body weight changes and obesity,? she added.

Future clinical trials will need to explore the effectiveness of DBS in reducing obesity in people before researchers know whether or not DBS presents a viable treatment option for the millions worldwide living with obesity. However, as noted by lead study author Casey Halpern, MD, a neurosurgeon at the University of Pennsylvania, DBS targeting other areas of the brain is currently used to treat Parkinson?s disease, and is being tested in clinical trials for the treatment of depression, obsessive-compulsive disorder, and addiction.

?Once replicated in human clinical trials, DBS could rapidly become a treatment for people with obesity due to the extensive groundwork already established in other disease areas,? Halpern said.

UCLA professor to stand trial in fire that killed lab assistant

LOS ANGELES (Reuters) - A Los Angeles judge on Friday ordered a UCLA chemistry professor to stand trial on charges stemming from a 2008 fire in his university lab that fatally burned a 23-year-old research assistant, rejecting a defense request to dismiss the case.

Patrick Harran faces up to 4 1/2 years in prison if he is convicted of all three counts of violating occupational health and safety standards in his organic chemistry laboratory at the University of California, Los Angeles.

The 43-year-old professor, who is free on his own recognizance, was ordered back to court on May 9 for an arraignment. A trial date will likely also be set at the hearing, a spokesman for the Los Angeles County District Attorney's Office said.

The charges against Harran stem from a December 29, 2008, fire at his lab that left staff research associate Sheharbano "Sheri" Sangji, a native of Pakistan, with burns over nearly half of her body. She died of her injuries 18 days later after being removed from life support.

Prosecutors say the fire broke out when Sangji, a recent college graduate who had only been working in the lab for some 2 1/2 months, was performing an experiment with tert-Butyllithium, a pyrophoric chemical, meaning that it spontaneously ignites when exposed to air.

Sangji had been attempting to transfer a tiny quantity of the tert-Butyllithium when the syringe she was using came apart, spilling the chemical and immediately catching her polyester sweater on fire. She was unsupervised and not wearing a flame-retardant lab coat at the time.

Prosecutors accuse Harran, an award-winning chemist, of failing to properly train the young research associate in handling such dangerous substances and say he did not require the use of protective equipment, including lab coats.

In a 2009 statement to the Los Angeles Times, Harran called Sangji an "experienced chemist" who had previous experience handling pyrophoric substances.

"However, it seems evident, based on mistakes investigators tell us were made that day, I underestimated her understanding of the care necessary when working with such materials," Harran said in the statement.

Following a preliminary hearing in the case over several days last fall, lawyers for Harran asked that the charges be dismissed or reduced from felonies to misdemeanors, arguing in part that Sangji's death was a tragic accident and not a crime.

But Los Angeles Superior Court Judge Lisa Lench, during a hearing in the case on Friday, disagreed, saying there was sufficient evidence to put Harran on trial.

The University of California regents were charged along with Harran in 2011, but that case was later dismissed after officials there agreed to adopt a list of safety measures and establish a $500,000 scholarship in the Sangji's name.

NYC subway wireless goes live in 30 new stations, Sprint and Verizon want to help

Wireless access in New York City's subway system has so far been limited, at best: two GSM carriers, one WiFi provider and six stations does not a full network make. Coverage is getting much wider, however, as Transit Wireless just flicked on access in 30 extra stations. While cellular service with this batch is still limited to AT&T and T-Mobile for now, it reaches a much wider swath of Manhattan that includes Times Square, Rockefeller Center and the Museum of Natural History. Those on CDMA carriers also won't be left hanging for long -- both Sprint and Verizon have nearly finished making deals to join the project, with Sprint aiming for service later this year. Although the deployment still leaves big holes in carrier support and geographic reach, it's a big leap for travelers with an urge to stay online while underground.

Valverde returns to Tigers with 1-2-3 save

DETROIT (AP) ? For the Detroit Tigers, it felt like 2011 again.

Two of the key components of that year's AL Central division champs reunited Wednesday night to help the Tigers beat the Kansas City Royals 7-5. Victor Martinez drove in a pair of runs and Jose Valverde returned to Detroit with a save.

Martinez missed all of last season with a knee injury, and entered the game hitting .182. On a 39-degree night, he was robbed of extra bases by Eric Hosmer in his first at-bat, but he had an RBI double in the third and a run-scoring single in the fourth.

"I felt good out there... and I got some balls to fall in," he said. "It wasn't fun out there in this weather, not at all, but the important thing was getting some hits and winning a game."

Valverde, called up earlier in the day, returned to the Tigers with a perfect ninth inning. Valverde lost the closing role during last season's postseason and wasn't offered a contract, but signed a minor-league deal earlier this month and returned to Detroit after a short minor-league stint.

"This wasn't a first day ? I've been here for four years," he said. "I just missed a couple weeks of weather like this."

Valverde threw 18 pitches, all fastballs.

"I'd like to see one of you throw a splitter on a day like this," he joked. "Tomorrow, maybe I'll throw a split or two, but today I had my cutter and my sinker."

Max Scherzer (2-0) earned the win, allowing five runs in five innings, while Wade Davis (2-1) took the loss, giving up seven runs ? three earned ? in 3 2/3 innings. Davis allowed eight hits and four walks while only getting 11 outs.

"Pitchers need to be able to feel the ball with their fingertips ? that's how they are able to manipulate it," Kansas City manager Ned Yost said. "When it is this cold, you can't do that. I'm sure that was a big part of Wade's problem, but it didn't help Scherzer, either. Everyone has the same problems on a day like this."

The Tigers took the lead on Omar Infante's RBI single in the second, but Kansas City responded with four runs in the third. Salvador Perez and Chris Getz started the inning with singles, and Alex Gordon tied the game with a double. Alcides Escobar and Billy Butler made it 3-1 with RBI singles, giving the Royals five straight hits, and Hosmer drove in the fourth run with a long sacrifice fly.

The Tigers added two more in their half of the third on a Martinez RBI double and Jhonny Peralta's run-scoring single. Martinez tried to score from second on Peralta's double, and was beaten so badly by Jeff Francoeur's throw from right that he veered off for the dugout and was called out for leaving the basepath.

"I saw the catcher get the ball, and I was halfway to the plate," he said. "There was no reason to do anything stupid ? I want to keep playing baseball."

Detroit took control in the fourth when Infante scored on a Moustakas error and Miguel Cabrera followed with a tie-breaking sacrifice fly. Martinez added an RBI single, chasing Davis, but Luis Mendoza walked the next two batters to force in a seventh run.

The Royals loaded the bases with no one out in the fifth, but only scored once, and couldn't get anything after putting two runners on in the seventh.

"That fifth inning really hurt us," Yost said. "We did some nice things to get the bases loaded, and then we only got one run out of it. We had a couple chances after that, and never did anything, so we only ended up with the one big inning."

NOTES: The game started on time, despite rain and snow showers throughout the day. Neither team took batting practice, but the skies cleared as the evening went on. The last few innings were played under a full moon with the temperature dropping through the 30s. ... The Tigers officially purchased Valverde's contract before the game, and designated Duane Below for assignment. ... The Royals came into Wednesday having only played on two of the previous six days, thanks to the police situation Friday in Boston and Tuesday's rainout in Detroit.

FBI says more tests may be needed to probe ricin potency

WASHINGTON (Reuters) - The FBI said on Thursday that more tests may be necessary to determine the potency of a granular material identified as ricin that was packed into letters sent to President Obama, a U.S. senator and a Mississippi judge.

Last week, the FBI said laboratory testing had confirmed the presence of the toxin in the letters. But FBI spokesman Chris Allen said Thursday he was reluctant to say all tests were complete because "they may be doing more tests on it as the investigation is ongoing."

The Centers for Disease Control said Thursday it had finished its evaluation of the material and sent the results to the FBI and other agencies. She said the CDC could not discuss its analysis because the investigation is continuing.

In Mississippi, the FBI continued its pursuit of the case after last week releasing its original suspect, a man who was arrested after preliminary field tests of the letters detected the chemical agent.

"I can confirm that the CDC did receive samples of material for testing. We have completed the tests and reported the results to partners, including the FBI," CDC spokeswoman Barbara Reynolds said.

Ricin, which is made from castor beans, is a poison that can be deadly to humans and is considered a potential terror weapon, particularly if refined into an aerosol form.

Letters addressed to Senator Roger Wicker, a Mississippi Republican, and Democratic President Barack Obama were retrieved last week at off-site mail facilities before reaching their intended victims. But the discovery added another layer of anxiety as authorities dealt with bombings at the Boston Marathon.

After preliminary tests of the letters proved positive for ricin, the material was sent to the CDC, which houses labs used to analyze suspicious materials in cases deemed a possible public health threat.

An FBI agent testified in court in Mississippi that the ricin found in the letters was in a crude form and looked like castor beans ground up in a blender, according to press accounts. Experts have said ricin in this form would have a low potency.

U.S. prosecutors on Tuesday dropped charges against Paul Kevin Curtis, a 45-year-old Elvis impersonator they had accused of sending the ricin-laced letters. The case was dismissed "without prejudice," meaning the charges could be potentially reinstated if warranted.

Authorities searched the house and business address of a second Mississippi man, Tupelo martial arts instructor Everett Dutschke, but he has not been charged in the ricin case. On Thursday, agents searched a private residence where a friend of Dutschke's lives. The friend is not a suspect in the case, according to the Northeastern Mississippi Daily Journal.

Milton Leitenberg, senior research scholar at the Center for Strategic and International Studies at the University of Maryland, said that the vast majority of ricin cases since the 1960s have involved crude ricin preparations made from recipes published in manuals and on the Internet.

"You could ingest this crude stuff, swallow a couple of tablespoons and you'd probably vomit, but not much more," Leitenberg said in a telephone interview.

To do more harm, he said, "you have to make a good material, and then you have to get it someplace." A material like that described in the ricin court hearing would pose little danger, Leitenberg said.

In an earlier case, CDC researchers conducted a detailed analysis of ricin found in February 2008 in a Las Vegas hotel room. They found it to be in a primitive form - apparently concocted with castor beans from a recipe in a publication called "The Anarchist Cookbook."

Another expert who was at the CDC during the 2001 anthrax letter attacks that killed five people in the United States, said it took a lot of skill to purify ricin and make it into a serious threat.

"There is a difference between being about to build it and disseminating it and making someone sick. It truly looks like someone has done an initial stage," said Sean Kaufman, now at Emory University.
