Both of them by the way live in posh colonies of Delhi (New friends,etc) and Not Noida ...How ironic !!!
Anyhow
Elections in Noida is a costly affair.
The pradhans, local landlords and heavyweights are a pampered lot + Mega rich (thanks to crores of compensation), so paying a few lakhs to them is an insult to them.
SP is probably having the chance of the ''Lifetime'' to make it Big, if they pull of a majority in U.P
Its more or less THE BUZZ that PM of 2014 will not be decided without support from U.P (Highest MPs in India are from U.P)
SP with full control of U.P at least on state lever want to utilize this Golden opportunity in 2014 and do everything possible to bag max MP Seats.
All this needs MONEY....Huge amounts
SP has a Big Industrial Lobby which is ready to support, but then will they do for free ???

With No Prime Land Left to Sell to Builder in Noida region
The most effective and easiest way is to allow Builders to maximise use of land in the region.
This will be done by increasing F.A.R and allowing more flats in a given area
But due to economic issues and Huge Oversupply, builders are unable to sell their inventories as easily as they wanted.
Solution: Metro Card.
DMRC had Clearly ''REJECTED'' this route as Not Profitable and showed no interest in operating it
The PPP Plan to give free commercial land to builder along metro route also failed due to increasing Farmer protests and Court cases.
No Infra developer showed ANY interest in this
With No option left, the govt. decided to form another body amongst themselves to fool the public.
The govt. and authority know that they neither have the funds to complete their project...nor the intention, but to ASSIST the builders to sell inventory, Using ''Metro'' Dream is a MUST.
The Plan:
- Foundation stone to be laid: This gives SP the Manifest material on development card.
- This will be used by Govt to allow Builder lobby to make more flats (High F.A.R)
- Builders in return will give Huge party funds to SP for 2014 elections
- Some technical clauses or issues will be used AFTER 2014 Election results to stall this project. The idea is that SP ''DOESNT'' want to kill the golden goose. They have another 2017 Assembly election to Fight.
Most of the Political analysts at GROUND LEVEL are very well aware of the fact that SP will fare BADLY in general elections thanks to spineless leadership of ASY as CM.
That would eventually mean that SP will be left with 3 Full years to LOOT THIS REGION, before being booted out of power in 2017.
- For Industrial Lobby, which has Lost interest in noida region, new belt is being created on Agra to Kanpur / Lucknow around NH2 in the name of Agra-Lucknow expressway. It has No chances of being completed or even started.
- VERY SOON A Greenfield Airport will be cleared by Ajit Singh (Civil aviation minister) around NH2 Firozabad Belt. Ajit singh and his son are heavyweights of mathura-agra belt, hence its important to them.
SP and Ajit Singh have shaken hands on this factor.
Ofcourse this too will not be a reality at all.....but will be used to assist Industrial lobby and their close associates who are dealing in land in these belts.
So if you are dreaming of Metro to Greater Noida...Dont
All these plans made by Netas and Bureucrats of U.P have only one motive...Maximum funds for Elections.
Till This belt is sucked completely, metro will not be a reality.
Thats at least 8-10 years away
Once thats done, then Metro will be coming to pari chowk region and similar games will be played by talking about metro expansion on Yamuna expressway, to assist Builders on that belt.
